現在60代の女性が、15歳の時に優生保護法の下で知的障碍者だったが故に強制的に不妊手術を施されたとして、損害賠償を求めて日本政府を告訴した。 厚生労働大臣はコメントを差し控えている。また、厚生労働省関係者によると、日本政府は個別に対応する用意はあるが、不妊手術の犠牲者全体に対する救済計画はないという。過去に強制的な不妊手術を行っていた独逸と瑞典では、政府が謝罪を行い、被害者への賠償を行っている。
記事では、不妊手術や強制的な妊娠中絶も伴った癩者(ハンセン病患者)の隔離、2001年の違憲判決、小泉純一郎政権時の政府による謝罪が言及されている;


In the 1950s, it rounded up thousands of leprosy patients and forced them to live in sanatoriums located in mountains or on remote islands*1. Many were sterilised or made to have abortions.

In 2001, a court ruled that the policy of segregating leprosy disease patients was unconstitutional and should have been discontinued after effective multi-drug therapies were made widely available by the end of the 1950s.

The then prime minister Junichiro Koizumi and promised not to challenge compensation claims by former patients*2.

しかしながら、日本政府は、不妊手術に関しては、国連から批判を受ける破目になっている;

The UN has criticised Japan’s refusal to apologise or provide compensation to victims of forced sterilisation.

In 2016, the UN committee on the elimination of discrimination against women recommended Japan adopt “specific measures aimed at providing all victims of forced sterilisations with assistance to access legal remedies and provide them with compensation and rehabilitative services”.

さて、優生思想に関しては、左翼も右翼も〈他人事〉として済ませることはできないだろう。Veronique Mottier Sexuality: A Very Short Introduction*3は全140頁余りのうち10頁以上のスペースを「優生学」に費やしているのだが(p.84ff.)、そこから「優生学」と政治的な傾向との関係について書かれている部分を引用しておく;

(…) eugenic ideas found suport across the political spectrum, including anarchists. Democrat reformers were among the pioneers of eugenic 'science' as well as policy practices in Europe. A number of eugenic policies such as forced sterlization of 'degenerates' were strongly promoted by the Left and pioneered in democratic countries. Some eugenicists placed great hope in eugenics as a social technology which could alleviate problems such as poverty and alcoholism, especially in combination with the eugenic education of citizens. These versions of eugenics became part of the intellectual and political project of European social ddemocracy. While feminists were to be found on both sides of the debate—supporting and opposing eugenics—most opposition come from liberals, who rejected state interventions in private life, and churches, particularly the Catholic Church.
