「ヒップ・ホップ系のストリート・ファッションにだぼだぼの服というのがあるが、そもそもは新しい服が買えないので、親父や兄貴の服を着たという「貧困の文化」であったわけだ」と書いたのだが*1、http://eunheui.cocolog-nifty.com/blog/2007/08/post_cc53.htmlで知ったDAVID PENDERED”Proposal would ban underwear-exposing pants”*2という記事には、Makeda Johnsonというアトランタ市民の言として、
というパラグラフがある。
Johnson said she understands the phenomenon of saggy pants started when prisoners' belts were taken off and the prisoners' pants drooped down. Once teens who'd been arrested were back on the street, they wore saggy pants to show the loss of a belt does not mean a loss of personal power. Other teens followed suit to show support, she said.
これは米国ジョージア州アトランタで、公共の場所で下着を露出させることを禁止する条例案が提案されたというニュースなのだが、例えばAmerican Civil Liberties Union of GeorgiaのDebbie Seagravesは”it targets a cultural phenomenon that came out of the black youth culture”、また”This is a racial profiling bill that promotes and establishes a framework for an additional type of racial profiling”といっている。但し、提案者のC.T. Martin市議会議員も黒人である。翌日の記事であるJENNIFER BRETT＆JEFFRY SCOTT”Reaction mixed over proposed baggy britches ban” *3には、アトランタのヒップホップ・アーティストのYung Joc*4のコメントが引かれている；
このニュースの落ちは”A city that counts strip clubs with naked woman as one of its tourism draws is trying to tell citizens not to show their underwear in public.”ということなのだろう。たしかにこうした批判には正当性があると思う。ここで下着について考えてみる。肌着というと肌に密着した服というニュアンスがあるが、下着（underwear）というと、表には出ない、出してはいけないものというニュアンスが喚起される*5。ヒップホップ系のストリート・ファッションに限らず、最近のパンツのロー・ライズ化などのファッションのトレンドでは、下着が露出することが既に想定されているので、最初から見せるために着用された下着を下着と言っていいのかというのは問題であろう。考えてみれば、下着と上着の境界というのは常に変動してきた。今ではキャミソールを下着だと思う人は少ないんじゃないか。また、ワイシャツやＴシャツもかつては下着だった。下着は表には出ない、出してはいけないものなので、それが露出しているときには、或る種の不快感或いは萌えというかときめきが喚起されることになる。私の知人で、予備校の模擬試験を受けた時に前の席に座っていた女の子のブラジャーの線が気になって気になって、集中できず、悲惨な成績を取ったという奴がいるが、勝手に萌えるのが悪いということも言えるのかも知れない。
"That's [crazy]," said Atlanta hip-hop artist Yung Joc, by phone Thursday from Philadelphia."That's attacking people's freedom of expression. When Woodstock was around did they tell people not to wear their hair long, or hemp clothing? Are they telling the skateboarders they can't wear the jeans so tight? Or those little shirts? This is targeting a certain group: Young black males. And this will only give them more of a reason to pull them over; more of a reason to detain them."
Joc said when he returns to his hometown Sunday for the Screamfest tour, he'll be dressed for civil disobedience — "sagging, for sure!" — in droopy pants.
ところで、「だぼだぼの服」の起源に話を戻すと、私が言った「貧困の文化」起源説の出典は遺憾ながら思い出せない。ただ、ストリート・ファッションの作法には、大きいぶかぶかのスニーカーを紐をきつく締めて履くというのがあり、それと合わせて、納得してしまったということはある。ただ、当事者に近い人の言説として、ああいう〈抵抗の文化〉的な語りがなされるというのは理解できるし*6、どちらが起源なのかというのは正直言ってわからないのだ。
上海では、パジャマで外出するなというキャンペーンは行われているが、禁止という話は出ていない。
