フードのついたパーカーやコートというのはファッションとしては最もありふれたもののひとつといっていいだろう。しかし、フード付きのパーカーを着て街を歩いただけで、犯罪と見做され、罰金を課されたらどうだろうか。今、米国オクラホマ州ではそのような法案が提案されている*1。そもそもオクラホマ州の法律では、フードなどでアイデンティティを隠しながら行われた犯罪は罪が重くなる。それはクー・クラックス・クラン分子*2による暴力を抑制するための措置であった。しかし、今回の法案では、犯罪の有無に拘わらず、公共の場で、フードやマスクなどでアイデンティティを隠す行為自体が「軽犯罪(misdemeanor)」を構成されるとされ、最高で500ドルの罰金の対象となる。勿論、法案では、宗教的な装束、悪天候からの防御(雨合羽?)、安全・医療的な目的(エボラ防御服?)等々、様々な「例外」事項が書き込まれている。逆に、何らかの理由がない限り、アイデンティティが隠れてしまうようなファッションをすることはできなくなる。
実は、2012年には、フードを被った黒人少年がフロリダ州で警官に射殺され、全米的な抗議活動が捲き起こっていたのだった;

これは米国の日本化? 日本でもネオナチや在特会と昵懇な与党政治家が問題となったことは記憶に新しい*5。
