「薄情と無知と勘違い」 - Living, Loving, Thinking, Again

久しぶりにクルーグマン *1のコラムを読む。
現在米国の労働者は大恐慌以来最悪の労働市場に直面しており、一度失業してから再就職できるまでの期間は平均で35週間である。現在の失業手当の給付期間は26週間。それを延長する法案は連邦上院で成立しなかった。クルーグマン氏は、それは「薄情と無知と勘違いの連合（a coalition of the heartless, the clueless and the confused）」によるものだという。
「薄情（the heartless）」というのは、中間選挙におけるおのが立場を有利にするために、オバマがやろうとすることには何でも反対する共和党員。「無知（the clueless）」というのは、ヘタな職に就くよりも失業給付を貰っている方が割がいいので失業者は失業者であることを自ら合理的に選んでいる、失業者を甘やかすなと主張する人たち。クルーグマン氏が名前を挙げているのは、ネヴァダ州選出の共和党の上院議員Sharron Angle。「勘違い（the confused）」とは、失業手当を払い続けると新しい職を探すインセンティヴを削いでしまうので却って状況を悪化させてしまうと考えている人たち。例えばJon Kyl（アリゾナ州、上院議員、共和党）。以下はそのテーゼに対する反駁。
たしかに、失業給付を貰っている労働者は貰っていない労働者よりも「必死」ではなく、「新しい職に関してちょっとえり好みが多い（slightly more choosy about accepting new jobs）」。重要なのは「ちょっと（slightly）」ということであって、さらに最近の研究では、失業給付の影響は以前考えられていたよりも弱いことがわかっている。しかも、それは”when the economy is doing well”という前提での話であり、現在のような、１つの職を５人の失業者が争う状況には全く当て嵌まらない。勿論、失業給付をカットすれば失業者をもっと「必死」にすることはできるが、存在しない職をゲットすることはできない。そして、失業給付が消費需要を押し上げて景気を浮揚させる効果；

(…) One main reason there aren’t enough jobs right now is weak consumer demand. Helping the unemployed, by putting money in the pockets of people who badly need it, helps support consumer spending. That’s why the Congressional Budget Office rates aid to the unemployed as a highly cost-effective form of economic stimulus. And unlike, say, large infrastructure projects, aid to the unemployed creates jobs quickly — while allowing that aid to lapse, which is what is happening right now, is a recipe for even weaker job growth, not in the distant future but over the next few months.

財政赤字はどうなるんだい？　という突っ込みに対しては、以下のように言い捨てる；

But won’t extending unemployment benefits worsen the budget deficit? Yes, slightly — but as I and others have been arguing at length, penny-pinching in the midst of a severely depressed economy is no way to deal with our long-run budget problems. And penny-pinching at the expense of the unemployed is cruel as well as misguided.
