Dear ASA Council Members,
National Science Foundation-supported social and behavioral sciences are
under attack in the Senate this week, with Sen. Kay B. Hutchison leading
the assault following her May 2 inquisitional-style authorizing committee
hearing with NSF Director, AAAS CEO, et al. You have probably read about
the hearing in the May 12 SCIENCE magazine (see attachment). The social
science community (thru COSSA, ASA, etc.) is appropriately getting social
scientists to act (ie, call Senators) and is engaged in attempting to
educate other basic science disciplines (via the Coalition for National
Science Funding). There are allies pitching in across disciplines at this
point. Below is an ACTION ALERT distributed thru various channels to help
defeat Hutchison's ill-informed bill that aims to seriously handicap social
and behavioral science at NSF. A number of SWS sociologists had contacted
the ASA Public Affairs Office this week to volunteer assistance after they
saw the SCIENCE article, and I have plugged SWS into ongoing efforts. Feel
free to act on this ACTION ALERT and/or alert appropriate colleagues. (As
of 11:25am today, the news is that Sen. Lautenberg is going to propose an
amendment that will eliminate Sec. 307 altogether (see attached). This is
the "Priority Section." So the message should be: "Oppose Hutchison,
support Lautenberg." The rationale should still be the same. Lee

Dear Concerned Sociologists,
The Hutchison bill (The American Innovation and Competitiveness Act) has
taken a turn for the worse since yesterday (see May 16 msg below). The
two-page attachment contains changes that further exclude the behavioral
and social sciences from participating in Hutchison's vision of NSF's role
in national innovation and competitiveness. At this point, constituents of
Senators on the Committee on Commerce, Science and Transportation (see
http://commerce.senate.gov/public/index.cfm?FuseAction=About.Members
http://commerce.senate.gov/public/index.cfm?fuseaction=about.members )
should call their Senator and register their opposition to the Hutchison
bill (S. 2802). You can also fax your Senator. Postal letters would not
arrive at Senate offices to make any difference. (Easily find Senate
contact information at www.senate.gov http://www.senate.gov .) [Ignore
the request in my alert of yesterday (May 16), advising the insertion of
amended language to the bill.] Expressing your opposition to S.2802 should
be done this week, if at all possible; full Committee markup is planned for
tomorrow afternoon. Anybody in Nevada that can get to Sen. Ensign would be
enormously helpful; Virginians should definitely call Sen. George Allen.
We anticipate that Hutchison, who also serves on the appropriations
committee, to possibly make trouble for social and behavioral research
support as Congress considers (between now and the fall) the FY2007 NSF
budget .

Simple msg to Senator:

Oppose the Hutchison bill (S. 2802). NSF has a well-respected record of
support for all the sciences and engineering, and it has a record of more
than 50 years of making sound investments and should not be micromanaged.

Thanks for your interest in the recent Senate hearing on NSF priorities
held by TX Senator Kay Hutchison. We had been anticipating this hearing
for some time, and ASA has been deeply engaged. Prior to the hearing I was
contacted by NSF legislative director for assistance in providing briefing
material for the NSF director. I have been collaborating with COSSA and
other social science organizations to combat this flawed movement. We knew
Hutchison would likely introduce some legislation, but we had no
intelligence as to what. But now we know: In followup to the May 2 Senate
hearing, Senators Ensign, Stevens, and Hutchison introduced a draft bill on
May 15, The American Innovation and Competitiveness Act, for which
amendments are due by 10am tomorrow morning(!). (See attached letter,
which you can adapt. Don't change the amendment, which is in bold text.)
We have been scrambling, scouring the Committee membership (see
http://commerce.senate.gov/public/index.cfm?FuseAction=About.Members
http://commerce.senate.gov/public/index.cfm?fuseaction=about.members ),
trying to identify a "social-science-friendly" member whose staff might be
willing to entertain our amendment to the bill. Finding friendly Senators
is increasingly difficult. I welcome suggestions. (We are trying Inouye,
Dorgan, Rockeffeller, at least.) It would be best if a Senator's
constituent approached the member/staff.

By the way, the atmospheric and ocean sciences have also been deliberately
dropped from this bill and that group is fighting back as well.
