100頁ちょっとのスペースに多くの情報がバランスよく詰め込まれているので、そこに物足りなさを感じる人がいるのかも知れない。
第1章では、

An empire is a large, composite, multi-ethnic or multicultural political unit, usually created by conquest, and divided between dominant centre and subordinate, sometimes far distant, peripheries.(p.30)
という定義がなされ、imperialism、globalization、colonialismといった関連用語が言及される。本書では、「帝国(empire)」という言葉は、一方では古代的・中世的な帝国と近代の帝国とを一括的に使用され、他方で(特に近代的な)「帝国」と「殖民地主義(colonialism)」はほぼ同義で使用されている。
第2章「陸による帝国」で叙述されるのは内陸型の帝国。殆ど全ての古代的・中世的な帝国は内陸型である。「近代的内陸帝国(modern land empire)」として言及されるのは、露西亜(及び後の蘇聯)とハプスブルグ帝国。また、白人入殖殖民地としてのアメリカ合衆国の対先住民関係、また独逸の東方拡大政策も「近代的内陸帝国」として言及される。
第3章「海による帝国」は分量もこの小さな本の中では最も多く、本書の中心をなすといっていい。ここで中心的に言及されるのは、先駆的な存在としての西班牙や葡萄牙、また和蘭ではなく、所謂〈大英帝国〉である。ところで、〈大英帝国〉の建前について、

Certainly the belief (or, some would say, the pretence) that Britain had never intended to build a global empire became an important part of British rulers’ self-image, most famously expressed by the historian J. R. Seeley in the 1880s. They told themselves and others that what they were spreading round the world were the benefits of liberty and of free trade, not the bonds of domination. (p.66)
という箇所を引いておく。ここでは、奴隷貿易について言及され(p.66ff.)、「入殖地」と「非入殖殖民地」の区別が導入され(pp.74-76)、近代的な帝国による(ポストコロニアルな現在まで尾を引く)経済、イデオロギー、文化への影響が叙述され、さらには帝国への抵抗の諸相が描き出される。
第4章「帝国の終わりと余波」で言及されるのは脱殖民地化のプロセスだが、宗主国の視点で見た場合、著者によれば、それは英国型と仏蘭西型に分けられる。前者において脱殖民地化の本国への影響は小さく、後者において本国は深刻な影響を被った。また、独立を達成した側の事情。特に、〈宗主国−殖民地関係〉に替わる国際的枠組みを構築することの困難。曰く、

Perhaps ironically, international associations formed by the former colonial powers sometimes had more durability. France retained very strong economic, political, cultural, and in emergencies, military links with many of her former colonies, especially in Africa. ‘Francafrique’ remained a real entity, and in critics’ eye a direct continuation of colonialism. (…) Perhaps more hopeful was the main institutional legatee of the British empire, the Commonwealth. Though seen by its critics as little more than an imperial hangover, and although it is a looser ( and certainly a less British-dominated ) association than its early architects expected, it has successfully refashioned itself into a modest but positive example of internationalization, especially valuable to its smaller and poorer members. Friendship, democracy, or social justice were far from universal among its members; but as a group, their average standards of democratic governance and human rights observance were clearly higher than those of the postcolonial world as a whole. One indicator of relative success was that, in 1990s, several postcolonial states which had never been parts of Britain’s empire sought to join. (pp.113-114)
さらに現存する唯一のグローバルな「非公式帝国」としての米国。
第5章では、(例えばポストコロニアリズムなどに釘を刺すように)”In general, colonial conquest was nearly always partial, the process of social and cultural change it sponsored or unleashed still more so.”(p.125)と述べられる。また、最後近くで、グローバル化との関係で帝国について思考する意味について述べられている箇所を引用しておく;

Globalization today underlines the value of thinking about the global systems of the past. Historians during the 20th century tended overwhelmingly to write about single countries—almost always their own. Outside the academic world, popular historical consciousness and the teaching of history in schools was, and still is, almost entirely national—and indeed nationalist--in focus. Among the very first actions of most postcolonial states, on or even before achieving their independence, was to revive or create ‘national histories’ like the European ones. Today, it is increasingly widely recognized that historical understanding, if it is kept within those narrow national boundaries, will not equip the citizens of the 21st century anywhere on earth to understand their world. (p.128)
著者のStephen Howe氏はIreland and Empireという著書もあり、アイルランド問題の専門家であるようだ。
ところで、本書ではスカンディナヴィア諸国の周辺地域の殖民地化については触れられていない。しかし、それを前提にしないと、例えばビョークの「独立」へのパッション*1は理解できない。
