After a 20-month investigation, the March 19 Shooting Incident Special Investigation Commission has concluded that the shooting of Chen Shui-bian and Annette Lu on March 19, 2004 was a "fake", said Taiwan media on Thursday.The team raised doubts about the incident. These points included: two cartridge cases submitted as evidence could not be loaded into one gun; the bullet used as evidence was not made by the suspect who was believed to be the source of the gun; the results of trajectory reconstruction and the position of the bullet shell did not hold up, and the suspected gunman Chen Yi-hsiung was murdered, rather than having committed suicide.
The head of the commission, Wang Ching-feng, said that there were many suspicious points and relevant government organizations were seriously blocking the investigation.
The team said that evidence from the Chen Shui-bian side has "so many lies".
On March 19, 2004, the day before a leadership election, Chen Shui-bian and Annette Lu claimed that they had been shot at during their campaign in southern Taiwan, sustaining injuries.
At the request of opponents in the election, a special team was set up to investigate the incident.

2008年1月31日、04年3月19日に台湾で起きた当時の陳水扁総統と呂秀蓮副総統の銃撃事件を調査していた「台湾3・19銃撃事件真相調査特別委員会」（真調会）は、最終的に事件を「やらせ」と結論付けた。「新華ネット」が伝えた。
独立調査委員会である「真調会」が1年8か月の調査を経て、ついに事件の最終結論を発表した。「3・19銃撃事件」には多くの矛盾点があるという。例として、証拠とされる2つの空薬きょうは同一銃のものではないこと、自殺したと見られていた犯人が実は他殺だったことなどが挙げられた。
「真調会」の王清峰（ワン・チンフォン）委員は、各方面の調査協力がなかなか得られず矛盾解明が難しいとした上で、陳元総統側が発表した「真相」にはかなり多くの「ウソ」があると断言した。
これは04年3月19日の台湾総統選挙の投票日前日、台南地方で選挙活動をしていた与党・民進党の陳総統（当時）と呂副総統（当時）が銃撃されて負傷した事件。結局、両氏は同情票を集めて翌日僅差で勝利したが、選挙に敗れた野党・国民党の連戦氏は「やらせ」と反発。その後調査委員会が設置され、真相の解明を続けていた。（翻訳・編集/NN）

Friday, Feb 01, 2008, Page 4The 319 Shooting Truth Investiga-tion Special Committee yesterday concluded its investigation into the assassination attempt on President Chen Shui-bian (陳水扁) and Vice President Annette Lu (呂秀蓮) on the eve of the 2004 presidential election, raising questions about whether the shooting was a staged event.
"We have compared all of the evidence and clues through interviews and reconstructed the scene. Although the truth of the event remains unclear, the `truth' the government publicized and the evidence don't match," committee convener Wang Ching-feng (王清峰) told reporters.
The partisan committee's final report raised questions regarding the authenticity of the bullets and the gun seized by the police, saying that ballistic tests did not match the location where the bullets were found.
The report also suggested that Chen Yi-hsiung (陳義雄), whom the authorities identified as the shooter, was murdered instead of committing suicide when he was found dead 10 days after the incident.
The shooting happened during an afternoon motorcade by Chen and Lu in Tainan on March 19, 2004, one day before the presidential poll. Chen and Lu, standing in a Jeep, were both shot.
The case was later closed by authorities after they identified the shooter as Chen Yi-hsiung, whom they described as a lonely, disturbed man who blamed his financial problems on the president.
After initially backing the conclusion that Chen Yi-hsiung was the shooter, members of his family later raised questions concerning his death and in a press conference organized by the Chinese Nationalist Party (KMT) in 2004, accused police of forcing them into giving false testimony.
The committee was then convened by the pan-blue dominated legislature to probe the incident.
The organization of the committee was later ruled unconstitutional by the Council of Grand Justices in December 2004.
Committee members completed their terms yesterday.
Wang told the press conference that the legislature should pass a law empowering the committee to continue with its probe. The legislature should also impeach any government officials who refuse to cooperate with the investigation.
She called on the Supreme Prosecutors Office to reopen the investigation into the shooting and Chen Yi-hsiung's death.
