Shots fired at tense Korean border

SEOUL (Reuters) -
South Korea fired warning shots on Saturday after North Korean soldiers briefly crossed into its side of their heavily defended border, adding to mounting tension after Pyongyang said this week it planned a nuclear test.


The skirmish follows demands by the UN Security Council the previous day for the reclusive North not to carry out the test and warning of unspecified consequences if it did.

"Our troops fired warning shots at the five North Korean soldiers after they climbed over the military demarcation line despite several loudspeaker warnings," South Korea's Joint Chiefs of Staff said in a statement.

It said they went about 30 metres (yards) across the line within the demilitarized zone (DMZ), the last frontier of the Cold War. The North Korean soldiers did not return fire and none was reported injured in the incident.

"It seems the North intended to raise tensions after their announcement on October 3 of a plan to conduct a nuclear test," Yonhap news agency quoted a South Korean military source as saying.

In late May, two North Koreans crossed the military line but also retreated after South Korean guards fired warning shots.

North Korea stations most of its 1.2-million-strong army near the DMZ, a 4-km (2.5-mile) strip that has divided the two since the end of the 1950-53 Korean War for which a formal peace treaty has never been agreed.

South Korea stations a large part of its nearly 700,000 troops near the border, backed by around 30,000 U.S. troops.

North Korea announced the planned test last Wednesday, saying it had no choice in the face of what it said was a U.S. threat of nuclear war and economic sanctions.

There has been speculation the reclusive state might detonate a device this weekend, and a Chinese source said Pyongyang planned to carry out the test deep inside an abandoned mine.

A nuclear test would "jeopardize peace, stability and security in the region and beyond" and "bring universal condemnation by the international community," said the Security Council statement.

North Korea is thought to have the material to make a nuclear bomb but not the technology to make one small enough to mount on a missile.

Japan and the United States had wanted a stronger statement threatening punitive action. The Security Council has already imposed an embargo -- on July 15 -- on dangerous weapons and related materials going or leaving North Korea after Pyongyang defied international warnings by test-firing missiles.

AHEAD OF ABE VISIT

The latest incident comes a day before new Japanese Prime Minister Shinzo Abe's planned visit to Beijing, then to Seoul on Monday with talks certain to be dominated by North Korea.

China, and to a lesser extent South Korea, are the main suppliers of aid to the impoverished North and have in the past balked at Japan's hard line against Pyongyang.

The Security Council statement urged Pyongyang to return immediately to six-party talks.

The two Koreas, China, Japan, Russia and the United States have held talks aimed at ending Pyongyang's nuclear weapons program. North Korea quit them a year ago and refuses to return until Washington ends a financial squeeze.

Both Russia and China have suggested U.S. officials talk to Pyongyang directly, but Washington has turned this down unless it occurred on the fringes of the six-party talks.

The Japanese daily Mainichi Shimbun quoted U.S. and North Korean sources as saying that North Korea's deputy ambassador to the
United Nations will be transferred back to North Korea and his post might not be refilled.

It said Han Song-ryol was in charge of contacts with the United States and that his departure gave the appearance that directions had been given to forbid diplomatic contact with the United States. No further details were given.

TEST ON SUNDAY?

Three senior U.S. officials with access to intelligence told Reuters that U.S. speculation about a possible test centred on Sunday, the anniversary of when Kim became head of the national defense commission in 1997.

They said Pyongyang, which has in the past timed bold actions and announcements to coincide with significant dates, could also choose Monday, North Korea Workers' Party Day as well as the U.S. holiday for explorer Christopher Columbus.

Missile tests by North Korea in July were widely anticipated because satellite pictures showed them being prepared for launch.

A Chinese source briefed by Pyongyang said North Korea planned to conduct its test about 6,600 feet underground in an abandoned coal mine in the north of the country.

"They are more or less ready," the source told Reuters. He did not give a timetable.

金総書記『全世界が敵』
中、ロ、韓も信頼できない

 【ソウル=山本勇二】今年七月に平壌で開かれた北朝鮮の在外大使会議で、「今や全世界が敵であり、自力で難問を解決すべきだ」という金正日キム・ジョンイル)総書記の指示が伝達されていたことが六日わかった。ソウルの朝鮮半島関係筋が明らかにした。

 北朝鮮がこの指示を貫くなら、国際社会からの孤立を覚悟で核実験を強行する恐れが強まる。

 北朝鮮は七月五日にミサイル七発を発射。国連安全保障理事会が十五日に発射を非難する決議を採択したのに合わせ、北朝鮮の在外大使会議が招集された。七月十八日から二十二日まで開かれたもようだ。

 金総書記は会議に出席しなかったが、伝達された指示の中で、金総書記は核やミサイル問題について、これまでは米国の威嚇、圧迫による対決状況でとらえてきたが、安保理決議を受けて「今後は世界が敵になった」と指摘。安保理決議に賛成した中国、ロシア、さらに肥料や食糧の追加支援を凍結した韓国を名指しして「信頼できない」と批判したという。

 ミサイル発射から三カ月。北朝鮮は、今月三日には「今後、安全性が徹底的に保証された核実験を行うことになる」との外務省声明を発表した。核とミサイルで武装して体制維持を図ろうとする戦略を、加速させる可能性もある。
